Sarah Webber is the Deputy Director of Arizona Parks and Trails, the state agency that oversees, preserves, and protects more than 30 state parks and natural areas. The agency also includes the State Trails Program, the State Historic Preservation Office, outdoor-related grant programs, and statewide outdoor recreation planning, among other functions.
Prior to this position, Ms. Webber served as Chief Operating Officer (COO) for the State of Arizona. In that role, she managed the governor’s cabinet and oversaw all state agency operations, consisting of more than 37,000 dedicated employees — the second-largest workforce in Arizona.
Prior to her COO role, Sarah served as Deputy Chief Operating Officer for Arizona Governor Doug Ducey since 2018. In this role, she led the development of multiple initiatives and responses, including the Arizona Enrichment Centers providing childcare to 4,679 essential worker's children during the COVID-19 pandemic; Arizona’s Connected Workforce initiative, the sustainable transformation of over 15,000 state employees to remote work and reduction of the State’s footprint; the delivery of 100,000 masks to state employees and school districts in May of 2020; and the vaccine management system customer service improvements. Additionally, Sarah led the Government Transformation Office to support the successful deployment and sustainment of the Arizona Management System throughout the State since 2020.
Prior to this role, Sarah worked in the Governor’s Office of Strategic Planning and Budgeting where she led the reform of statewide strategic planning.
Sarah earned her master’s degree in public administration from the Maxwell School at Syracuse University and a bachelor’s degree in sociology from Southern Utah University. Sarah previously worked at a rural shelter for domestic violence and sexual assault victims in Southern Utah.
Sarah has a great love for the Arizona desert and enjoys hiking, running, triathlon, yoga, and all activities outdoors.
