Open Enrollment Information

Dental Plans

For 2026, the dental benefit structures remain unchanged and the monthly premium for the Cigna DHMO plan will increase.

Non-Medicare Plans

Monthly Premiums

The monthly premium will increase for the Choice Premier plan. The monthly premium for the Choice Value and Choice Economy plans will remain the same.

Benefit Changes

For the Choice Premier plan, the copays for emergency room services and inpatient hospitalization will change.

Medicare Plans

Medicare Prescription Drug Redesign

A recent prescription drug law, the Inflation Reduction Act (IRA), requires significant changes to all Medicare prescription drug (Part D) plans including capping member annual out-of-pocket costs at $2,100, and having the option to pay those out-of-pocket costs in monthly amounts over the plan year. Medicare Advantage PPO Plan

The medical benefit structure remains unchanged and the prescription drug benefit structure has changed as required by the Medicare Prescription Drug Redesign. The monthly premium will increase for calendar year 2026.

Medicare Advantage HMO Plan

The monthly premium will increase for calendar year 2026. Copays for emergency and urgent care services will change and the prescription drug benefit structure has changed as required by the Medicare Prescription Drug Redesign. Additionally, some network services—like visits to specialists, physical therapy, speech therapy, and occupational therapy—will require a referral from your primary care provider (PCP) in order to be covered. The PCP you choose impacts which specialists and hospitals you'll be able to see.

Open Enrollment Meetings

In-person meetings continue this year, with three days of meetings at locations in Maricopa County and Tucson. Be sure to pay close attention to the dates and locations for each scheduled meeting.

Registration via your secure myASRS account is highly encouraged, to receive helpful reminders about meetings.

A Note on Dental Meetings Schedule:

The schedule for dental meetings is included in both the Medicare and non-Medicare meeting schedules above. For those only interested in dental information, there are some dental-only webinar dates and times throughout November.

Open Enrollment Timeline

► Pre-Open Enrollment

Through October

You will receive educational emails in preparation for open enrollment. Topics will include important updates, information, and more.

► Guides Mail Out

Starting October 14

Packets containing 2026 healthcare plan information mail out. Please review these materials prior to open enrollment.

► Open Enrollment

November 1-30

This year is a ‘passive' enrollment year, which means that if you do not wish to make any changes you will be automatically re-enrolled in your current plan for 2026.

► New ID Cards

by December 31

Dental, Non-Medicare Choice Value, and Choice Economy ID cards will only be provided to new enrollees or those making changes to their plan.

Non-Medicare Choice Premier plan members will receive new 2026 ID cards due to a copay change. 2026 Group Medicare Advantage PPO and HMO ID cards will arrive by December 31 for all current enrollees, new enrollees, or those making changes to their plans. HMO members MUST use the new 2026 ID card due to new Group and Member ID numbers.

January 1

Any changes made during open enrollment will be effective starting January 1.
