Online Enrollments & Employer Responsibilities

The Arizona State Retirement System (ASRS) provides retirement, disability, and survivor benefits to eligible public employees across the state. For participating employers, one of the most important responsibilities is ensuring that all eligible employees are enrolled accurately and on time. Online enrollment through the ASRS secure portal makes this process faster and more reliable, but it also requires diligence on the part of employers to meet statutory requirements.

Statutory Basis for Enrollment

Enrollment requirements for ASRS membership are established under Arizona Revised Statutes (A.R.S.) § 38-711 (Definitions) and A.R.S. § 38-727 (Enrollment; responsibilities of employers). Key provisions include:

Mandatory Membership:  All employees who meet eligibility criteria must be enrolled in ASRS.

Employer Responsibility:  Employers are responsible for identifying eligible employees and ensuring they are reported and enrolled.

Timeliness:  Enrollments must be completed promptly to avoid reporting errors, contribution issues, and potential compliance violations.

Employer Responsibilities in Online Enrollment

1. Identifying Eligible ASRS Members

• Ensure that all employees who meet the eligibility requirements under A.R.S . § 38-711 are enrolled as members.

• Do not exclude employees based on local personnel policies that conflict with statutory requirements.

2. Completing Online Enrollment

• Direct Eligible employees to complete their enrollment through the ASRS secure member portal.

• Verify that the enrollment has been submitted and is reflected in the system. 

3. Reporting Contributions Accurately and On Time

• Submit contributions for newly enrolled members through the Employer Contribution Summary Report. 

• Failure to properly enroll an employee may result in contribution reporting errors or delays in posting service credit.

4. Providing Support and Guidance

• Assist new employees with the enrollment process

• Answer questions and provide ASRS contact information as needed.
